With reference to your Secret despatch of the
22nd June, 1936, addressed to the Secretary of State for
the Colonies and to previous correspondence on the subject of
Kowloon City, I have the honour to forward here with copy and
translation of a letter which I have received from Dr. Philip
K.C. Tyau, Special Delegate for Foreign Affairs, in which he requests that, in order to promote friendly relations, the
Hong Kong Government should abandon its proposal to remove
certain residents of Kowloon City on the ground that they are
unwilling to move elsewhere.

The Special Delegate also asks that he may be
informed regarding the original motive of the Hong Kong
Government in ordering the removal of the residents and
the manner in which the Kowloon City district is to be
utilised. I am further requested to transmit his letter
to the Hong Kong Government and to obtain the favour of a
reply.
